Planning according to open space, unlimited by specific data

That was the sharing of Minister of MARD Le Minh Hoan at the meeting on the implementation of the planning of the agriculture and rural development sector in the first 6 months of 2023.

According to the Department of Planning, performing the tasks directed by the Minister of MARD in Document No. 8724 dated December 23, 2022, on the implementation of the planning of the agriculture and rural development sector in 2023, the Department completed the formulation of 4 national sectoral master plans under the responsibility of the Ministry by the provisions of the Law on Planning. At the same time, fully participate and cooperate in the formulation, appraisal and approval of national, regional and provincial planning according to the functions and tasks of the Ministry and legal regulations.

In addition, carrying out a comprehensive assessment of the impact of the abolition of sectoral and products of the agricultural and rural development sector to fully promulgate replacement regulations, consider and recommend the restoration of some plannings if necessary.

Regarding the organization of planning of specialized technical nature, in the year 2022 - 2023, 3 plans are being organized: Irrigation planning for 3 river basins (Cuu Long, Red River - Thai Binh, Ca) period 2022-2030, vision to 2050...

Mr. Nguyen Van Viet, Director of the Planning Department assessed, besides the strong points, some units are still not serious about reporting the status of periodic and sudden implementation, of planning work under the direction of the Minister. There has not been proper attention to planning work, leading to slow implementation, and not meeting the quality and schedule requirements.

To overcome these shortcomings and limitations, the Disaster and Dyke Management Authority urgently completed construction and submitted it to the competent authorities. This is to promulgate legal documents on provisions for the planning of residential areas and production organizations to adapt to natural disasters, which are currently developing documents in 2023.

At the same time, the units under the Ministry continue to review the inadequacies and overlaps between the Laws related to planning. Reviewing problems in the Planning Law and its guiding documents at the request of the National Assembly and the Government to propose, supplement, amend and perfect.

For the four national sectoral master plans, the Department of Water Resources shall assume the prime responsibility for, and coordinate with the Disaster and Dyke Management Authority, the Department of Planning and other relevant units to review and complete planning dossiers according to the Prime Minister's approval decision to hand over, announce the planning, develop and submit for approval the planning implementation plan according to regulations.

For plannings of specialized technical nature under the responsibility of the Ministry for organization and formulation, the Department of Planning shall assume the prime responsibility and coordinate with relevant units to review and submit to the Ministry for promulgation plans for the formulation of master plans of specialized technical nature. The priority is the immediate implementation of urgent plans in 2024.

Minister Le Minh Hoan emphasized that in the context of the agricultural sector being affected by many factors such as climate change, market fluctuations, changes in consumption trends, public investment, and social investment,... units under the Ministry need to change their thinking about planning. Planning is not only technical drawings but more importantly what is the development orientation in that plan.

In the future, society in general and the agricultural and rural sectors will have continuous and unpredictable changes. Therefore, it is necessary to plan in an open space, not restricting planning, going into specific data. This will limit investment resources from society.

The minister also noted that specialized plans need rethinking. The planning is not only to serve the activities of the agricultural sector but also to help the society to move and develop. Through planning, it is necessary to create an agricultural economy, integrating multi-values. This is not just a technical issue.
