According to Decision 3158/QD-UBND, dated December 28, 2018 of the People's Committee of Quang Tri province on approving the “Scheme for construction planning of centralized slaughterhouses until 2030, vision to 2040”, the slaughterhouse is planned in Quarter 5, Ward 2.
However, when two businesses registered to invest in building a new type II centralized slaughterhouse, the People's Committee of Quang Tri town had neither decided on the location nor arranged the land fund.

The centralized slaughterhouse in Dong Luong ward is degraded, causing serious environmental pollution
Nguyen Hong Son, Vice Chairman of People's Committee of Quang Tri town, said that the construction of a centralized slaughter facility in Ward 2 did not receive the consensus of local officials and citizens. “The location of construction is too low, making transportation difficult. On the other hand, the planned slaughterhouse is located relatively close to the residential area of Ward 2, Trieu Tai commune and Hai Quy commune, not ensuring the distance criteria (required to be at least 500 m away from residential areas), hence the risk of environmental pollution”.
After conducting a field survey and reviewing relevant criteria according to regulations, the People's Committee of Quang Tri town proposed to build a centralized slaughterhouse in Hai Le commune. However, the planned land area is currently under the management of Trieu Hai Forestry Co., Ltd. The company has a pine forest which requires planning adjustment procedures and documents to propose to the provincial People's Committee to recover land and change the use purpose.
Another reason which makes investing in the construction of centralized slaughterhouses a challenge is the issue of support policies. Building a centralized slaughterhouse needs large capital, but the slow recovery makes businesses feel reluctant to make a big investment.
As stated in Decree 57/2018/ND-CP dated April 17, 2018 on mechanisms and policies to encourage businesses to invest in agriculture and rural areas, the state budget only supports businesses at a rate of 60%. With this level of support, businesses are not really interested. One thing to note is that organizations and individuals are not supported by Decree 57/2018/ND-CP, so even if they want to, it is difficult to participate in the implementation.

The centralized slaughterhouse in Cam Lo town is one of three facilities newly built since 2018
Hai Lang district has 20 small livestock slaughterhouses established for a long time, scattered throughout residential areas. Building a centralized slaughterhouse to bring these small establishments into operation, ensuring environmental issues as well as slaughter hygiene and safety now becomes a matter of urgency. However, not many businesses are willing to participate.
Duong Viet Hai, Vice Chairman of People's Committee of Hai Lang district, said that the district has included in the planning to build 3 new type III slaughterhouses in the area. “The difficulty is that the cost to build a type III centralized slaughterhouse is quite large, at least over VND 1 billion/facility, and it takes too long to recover capital, so this is not an attractive project for investors".
In order to encourage organizations and individuals to invest in building and operating centralized slaughterhouses, recently, the People's Committee of Trieu Phong district supported most of the funding and 5 years of no fees for the two newly built facilities. Cam Lo district deducted VND 1.8 billion from the local budget to clear the path, build electricity lines and concrete roads to the centralized slaughterhouse in Cam Lo town.
